“Human Resources Strategy for Researchers” (HRS4R) is a tool created by the European Commission to support universities and research institutions in the implementation of the European Charter for Researchers and the Code of Conduct for hiring Researchers. The aim of these is to contribute to the development of an attractive European labour market for researchers.

The Technical University of Cartagena, in its commitment to fully incorporate the principles of the "European Charter for Researchers" and the "Code of Conduct for hiring Researchers”, began in March 2021 the process to obtain the European Commission “HR Excellence in Research” quality seal.

Researchers are the key actors in the process: The strategy is aimed at implementing policies and actions to make the research career more attractive. The institutions that hold the award guarantee that the research staff will find a stimulating and favourable environment for research work, granting the same rights and obligations in any country of the European Union.
